dc.description.abstract The purpose of this study was to investigate factors affecting total quality management in effective organizational leadership in Narok County Offices. The study was guided by the following objectives: to establish how Top Management Commitment affects total quality management in effective organizational leadership in Narok County Offices; to investigate the extent to which Employee’s Training affects total quality management in effective organizational leadership in Narok County Offices; to assess the extent to which organizational culture affects total quality management in effective organizational leadership in Narok County Offices; to determine the influence of Communication on total quality management in effective organizational leadership in Narok County Offices. The study utilized descriptive survey design. A sample of 10% (50 respondents) of the total population was obtained for the study. The researcher used stratified random sampling to select the sample that represented the whole population. Questionnaires were used during data collection from respondents. Data collected was analyzed both quantitatively and qualitatively. After data collection, editing was done, then coding to facilitate data entry into the computer system to facilitate analysis. Excel spread sheet was used to compute the frequencies and percentages. This enabled the generalization of the results. Results were presented using percentages, frequencies, tables and charts. From the summary of the findings, it was found that the majority of the respondents agreed that training is one of the most important requirements in a successful TQM implementation. The study also found that communication enables stakeholders both within and outside the organization to have an in depth understanding of quality and its management. The study concluded that the critical factors that need attention for a successful implementation of TQM include top management commitment, strategic quality planning, process management, corporate culture, communication and employee training. The study recommends that for successful implementation of TQM the management strategy shall be used as one of the critical factors in implementing quality systems. The top management commitment and involvement should demonstrate development of clear organization mission; development of quality policy and values, setting of realistic quality goals, proper planning on quality management and creating quality management structure create quality awareness and improve implementation of quality management systems. The study results would be of great benefit to help the County government of Narok gain more insight from the findings of this study into the challenges facing the implementation of Total Quality Management in the County Offices. This will help inform the standards and quality assurance department in the management planning and policy making. The managers in various departments will gain insight into management challenges facing their departments and probably get insight into their own challenges finding possible solutions to them. en_US
