The purpose of the study was to asses’ factors that affect performance of CDF projects in Kenya. A case study of Chepalungu constituency . The following were objectives of the study: to asses Citizen Priorities and importance of Local Participation in CDF management, to investigate the role of Member of Parliament influence on performance of projects at Chepalungu constituency, to investigate whether the basic pressing issues are given the priority in funding process, to analyze the influence of resource allocation approaches performance of CDF in Chepalungu constituency. The study used a case study research design of Chepalungu Constituency. It targeted a population of 122 employees from selected Residents, Elected leaders, CDF Committee, and head teachers. The sampling procedure used was stratified and simple random sampling; and the sample size was obtained by calculation of 30% from the target population to obtain as Sample of 37. Data was collected using questionnaires which were filled by the respondents. Data was collected by use of questionnaires and data generated was analyzed by use of descriptive techniques for close ended questions and conclusions drawn for questions which were open ended. The results were presented in form of tables and frequencies. In conclusion and recommendation, further studies should be carried out in a different CDF projects in the county that experience the same challenges, for example in Chepalungu constituency. Based from the findings as per objective of the study, it is evident that citizens’ participation on CDF projects enhanced project quality, sustainability and accuracy. The study also indicated that the MP involvement in CDF resource allocation increases bias in the allocation of the CDF funds meaning that, the accountability, transparency and qualifications are not accounted for while selecting the officials and allocating the CDF fund. Based on the findings of the study, most of the money is directed towards the current basic issues like health, education and water resources, therefore it can be concluded that the CDF money is utilized for the basic issues that are pressing residence of Chepalungu constituency. The study revealed that CDF resources are allocated by merit and that the major challenge in CDF allocation are the ever government changing policies on fund |
